Winston Donovan has been the Chief Surveyor of the British Virgin Islands since 2006 and is from the main island of Tortola. He’s a Licensed Land Surveyor being granted licence in 1997.

- 2004: Bachelor of Science Degree in Surveying and Mapping Science, University of East London

- 2005: Level 5 Diploma in Management, Hamilton Lavity Stoutt Community College (HLSCC) in the Virgin Islands, in association with the Mckenhnies (Charter Management Institute) UK.
